This photo was taken from a telephoto lens, which is usually used to capture landscape or wildlife when things are in action. Telephoto lens normalizes the distance difference in photos and makes objects appear closer than they actually are. In this case the bird is the focal point, which the lens focuses on, therefor the background appears blurry.
